Ms. Stacy Bostjanick is a member of the Senior Executive Service and serves as the Chief Defense Industrial Base Cybersecurity, Deputy Chief Information Officer for Cybersecurity (DCIO(CS)), Office of the Chief Information Officer. In this position, she serves as the focal point within the DoD CIO to implement the Cybersecurity Maturity Model Certification (CMMC) program across the Defense Industrial Base (DIB).
As the CMMC Director, Ms. Bostjanick is responsible for shepherding this critical program though the Code of Federal Regulation System rulemaking process for both the CFR 32 and 48 and ultimately implementing the program across the more than 220,000 companies that make up the DIB. This includes collaborating across the Federal Government with partners such as the Department of Homeland Security and the other members of the Federal Acquisition Security Council, to standardize this process and truly federalize it. In this role, she also directs the Department’s efforts to educate DIB partners on programatic requirements and ensures that DoD implements risk information sharing though the program’s execution. Additionally, Ms. Bostjanick is responsible for ensuring the Defense Acquisition community is trained and capable of including these requirements in their Programs and Acquisitions.
Prior to joining the CIO, Ms. Bostjanick served as the Director of SCRM for OCISO(A&S), where she was responsible for ensuring the incorporation of integrated supply chain efforts within USD(A&S). Ms. Bostjanick has an extensive career as an Acquisition Professional with roles that include the head of DIA’s Contracting Activity, and the Senior Contracting Officer for the Missile Defense Agency on the Standard Missile 3 Block IA and IB development and production program. She was responsible for cradle-to-grave execution of over $5 billion of highly-complex, cutting-edge contracts for our nation's missile defense systems. Ms. Bostjanick has also served as the Deputy Procurement Executive with the Office of the Director of National Intelligence where she had responsibility for establishing Intelligence Community Enterprise-wide Policy and submissions to the Program Management Plan on an annual basis.
Ms. Bostjanick has had numerous awards and accomplishments throughout her career including the Naval Meritorious Civilian Service Award, David Packard Excellence in Acquisition Award, Office of the Secretary of Defense Certificate of Appreciation, the Director of National Intelligence Award for Collaboration Leadership, National Intelligence Meritorious Citation, and the Small Business Award.

Larry is a recognized author, commentator, and educator, contributing regularly to national platforms focused on government and public sector issues. He has authored influential publications, including “Secrets of Schedule Sales Success,” and has frequently served as an expert witness on federal contracting cases. Committed to fostering efficient procurement practices that benefit agencies and taxpayers alike, Larry’s expertise ensures the advancement of strategic and compliant government-wide policies. Larry earned his bachelor’s degree from Emory University and pursued postgraduate studies at American University.

Mr. Peter Battaglia is the DLA Mission Assurance Deputy Director serving as the DLA lead for Mission Assurance, Defense Critical Infrastructure, and Continuity of Operations Planning. He also serves as the Supply Chain Security and Supply Chain Risk Management (SCRM) Program Manager for DLA. In this position he is the expert technical authority responsible for oversight of the design, implementation, execution, and promulgation of DLA's SCS/SCRM Program for worldwide support of OSD, JCS, CCMDs, and Military Services plans and operations.
He graduated from the Eisenhower School for National Security and Resource Strategy in 2021. He previously served as the Customer Relations Management Process Owner managing a portfolio of $7M and 800 personnel, including the Customer Interaction Center (help-line) and Customer Support Representatives interfacing with the supported services, combatant commands, and inter-agencies.
Mr. Battaglia established and implemented the DLA Agency Synchronization Operations Center (ASOC). The ASOC synchronizes and integrates the Agency’s operational mission and business support functions to provide agile, global support to the Warfighter and select Federal Agencies. The ASOC provides Agency leadership and mission partners a shared and standardized view; enables operational support serving as the consensus source of truth among all mission partners; focuses the Agency on output, readiness, effectiveness, and service to standards; and provides the tools and actionable information to conduct root cause analysis, develop solutions and courses of action, and implement senior leader decisions.
Mr. Battaglia also served as the Chief of the DLA Logistics Operations (J3) Director’s Action Group aligning the strategic efforts and messaging of the J3 and aligned Executive Directors to ensure DLA logistics support. Prior to this assignment, Mr. Battaglia strategically assessed DLA Customer Support by evaluating the DLA personnel laydown and functions resulting in $21M savings across the FYDP. He served as the Medical Materiel Executive Agent (MMEA) Analyst for DLA, orchestrating and synchronizing medical logistics for the complete range of military and whole of government missions such as utilization of non-FDA approved medical materiel and transportation policies allowing commercial narcotic shipments.
Mr. Battaglia was born in Honolulu, Hawaii, and hails from Herndon, Virginia. He received his Masters in National Security and Resource Strategy from the Eisenhower School in 2021 and his LOGTECH MBA, Logistics and Technology, from the Kelly School of Business, Indiana University in 2010. He received his undergraduate degree in Chemical Engineering from the University of Virginia in 2000. His wife, two children, and semi-classic BMW hobby serve to keep him busy while not working.
Mr. Battaglia has received the DLA Meritorious Civilian Performance Award (2011) and the DLA Superior Civilian Performance Award (2020 and 2005).

Gregory L. Bowman is the Chief Strategy Officer of Siemens Government Technologies (SGT), Inc., and the Senior Vice President of the newly formed National Security Solutions business unit, which is focused on the US Intelligence, Law Enforcement and State Department agencies. SGT is the U.S. government arm of the global technology powerhouse Siemens. Prior to joining SGT, Mr. Bowman served in the U.S. Army for more than 25 years—culminating his career as The Strategic Military Law and Policy Advisor and Legislative Counsel to the Secretary of the Army. Chosen to establish the position, he served two Secretaries and two Acting Secretaries of the Army for over seven years working on the most critical national and international issues facing the Army. At SGT, Mr. Bowman has served as Director of Large Integrated Programs (OCONUS), then Deputy/Chief Operating Officer of Energy & Infrastructure followed by Vice President of Strategy, Growth and Partnerships and later, the Chief Innovation Officer and Vice President of Corporate Development. In his current role, he is focused on driving strategic growth by leveraging innovations from across the Siemens global portfolio to support U.S. government customers around the world. A graduate of Longwood University, Mr. Bowman was commissioned in the Army in 1990 and graduated summa cum laude in Pre-Law and was the Distinguished Military Graduate. Following graduation, he was selected for the “Educational Delay” Program to attend the University of Virginia School of Law. He received his Juris Doctorate in 1993 and later received a Master of Military Law and Government Contracting (Honor Graduate) from the U.S. Army Judge Advocate General’s Legal Center & School, and a Master of Military Arts and Sciences (Strategy) from the U.S. Army Command & General Staff College. He is a member of the Virginia State Bar and is admitted to practice law before both the Supreme Court of Virginia and the Supreme Court of the United States. A decorated combat veteran, Mr. Bowman’s military positions included the Strategic Military Law and Policy Advisor and Legislative Counsel to the Secretary of the Army; Senior Legislative Counsel, Office of the U.S. Army Chief of Legislative Liaison; Deputy Staff Judge Advocate, U.S. Army Armor Center and Fort Knox, Kentucky; Senior Military Personnel Law Attorney, Office of The Judge Advocate General; Senior Legal Advisor, Governorate Support Team (1st Armored Division-Baghdad); Military Member Judicial Review Committee of Iraq; and served as the first Administrator/Amicus Central Criminal Court of Iraq.
Of note, he was personally awarded the Distinguished Service Medal by the Secretary of the Army in 2016. After retiring from the Army, he asked to serve on the prestigious US Army Science Board, and to later join the Defense Business Board by the Secretary of Defense. He also serves on the Board of Directors for Hope for the Warriors, a national veteran support organization, focused on helping servicemembers and their families cope with the impacts of combat and military service.

Jill Bruning is the Chief Technology Officer (CTO) of Amentum and oversees Amentum’s technological landscape to effectively leverage technology in driving growth and achieving strategic goals. She is responsible for prioritizing strategic technology and innovation investments and managing corporate technology partnerships. Jill also leads the company-wide technology collaboration framework that illuminates technology initiatives with knowledge sharing and innovation recognition.
Amentum is a global leader in advanced engineering and innovative technology solutions, trusted by the United States and its allies to address their most significant and complex challenges in science, security and sustainability.
Before the CTO role, Jill was the President of Amentum’s Engineering, Science & Technology business. She led a high-growth organization delivering engineering and technical services across the full engineering life cycle supporting scientific research and development, technology integration, digital engineering, C5I, autonomous systems, training, data analytics, cyber security, and business process outsourcing.
Jill has been with Amentum (and legacy companies) for thirteen years and played a critical role on the executive leadership team during the AECOM Management Services acquisition process, and stand-up of the new company, Amentum in 2020. While at AECOM (and URS), Jill was an Executive Vice President and General Manager of business groups providing Intelligence, Systems Engineering, Security, Services and Solutions.
Prior to joining URS, she served as the Chief Operating Officer for NJVC, an information technology services provider for the Intelligence Community leading a multi‐billion-dollar transformative enterprise information technology consolation and convergence program.
Previously, Jill worked at CSC, starting as a technical researcher in cryogenics at Nichols Research (bought by CSC) and ending as a Vice President leading large classified operations. Jill began her career as a systems engineer at Chicago Bridge and Iron.
Jill has received numerous leadership awards (Women in Technology Leadership award, American Business Association Gold Stevie Award Female Executive of the Year, AECOM CEO Excellence Award) and has served on several industry boards (Intelligence and National Security Alliance, AFCEA). Jill is the executive sponsor for Amentum’s Women Employee Resource Network which was recognized with the Athlon award for excellence in 2023.
Jill holds a Master’s Degree in Mechanical Engineering from MIT, a Bachelor’s Degree in Mechanical Engineering from the University of Illinois, holds two patents related to energy systems, and has published over 27 papers in cryogenic technology. She leads a non-profit, The Bruning Foundation, providing community development and education assistance to the economically disadvantaged in rural Missouri.

Dr. Allan Burman, President of Jefferson Solutions, has been a transformative leader since establishing the government solutions practice in 1996. His leadership has seen Jefferson providing a spectrum of services, including organizational and data analysis, programatic excellence, and acquisition assistance to over 60 government agencies.
Dr. Burman’s distinguished government career includes policy roles in the Office of the Secretary of Defense and the White House’s OMB. As the Administrator for Federal Procurement Policy, he was a pioneer in establishing performance-based contracting and emphasizing outcome-focused federal oversight and execution practices.
His accolades include being a Fellow of the National Academy of Public Administration, past Chairman of the Procurement Round Table, a Board Advisor at NCMA, and a Senior Advisor to Government Executives at the Partnership for Public Service. His educational background is equally notable, with a PhD from George Washington University, a Master’s degree from Harvard, a Fulbright Scholarship at the University of Bordeaux, France, and a Bachelor’s degree from Wesleyan University.


Emily W. Murphy is a leading expert in government contracting and the business of government. Throughout her career, Emily has held multiple leadership roles in the federal government, including serving as Administrator of the U.S. General Services Administration. Currently, she is a Senior Fellow with the Baroni Center for Government Contracting at George Mason University Business School, where she provides thought leadership and research on procurement issues. Additionally, she consults with government contractors through her company, Government Procurement Strategies, LLC. She serves on the Boards of Advisors for SkillStorm and Vita Inclinata and is a Board Advisor to Fortress Information Security. Emily is an independent director for Medical Properties Trust, a publicly traded REIT.
Emily served as the GSA Administrator from 2017 to 2021, leading a workforce of more than 11,000 federal employees, and overseeing 371 million square feet of office space and $75 billion in annual contracts. As Administrator, Emily increased GSA’s sales by 36%, from $55 billion to $75 billion, increased retained earnings by $8.2 billion, and saved customer agencies $21.6 billion. She led GSA through both the longest government shutdown in history and the COVID pandemic, each of which posed substantial challenges for federal buildings, land ports of entry, and court houses. Under her leadership, GSA had the highest customer, vendor, and employee satisfaction scores in the history of the agency.
Prior to being confirmed as Administrator, Emily served as the Senior Advisor at GSA and oversaw the merger of the Federal Acquisition Service and the Technology Transformation Service. During the administration of President George W. Bush, Emily was appointed as GSA’s first Chief Acquisition Officer from 2005 to 2007. In that role, she was responsible for more than $40 billion in acquisition programs. Emily also served at the U.S. Small Business Administration from 2004 to 2005 as the Senior Advisor for Government Contracting and Business Development, and as Acting Associate Administrator for Government Contracting.
In addition to her seven years of senior roles in the Executive Branch, Emily spent nine years serving in various procurement policy and leadership roles for the House of Representatives. She served as Counsel and Professional Staff Member to the Committee on Armed Services, negotiating acquisition and industrial base provisions in the annual defense authorization bill. She also held Senior Counsel and Policy Director roles for the Committee on Small Business from 2011-2016, where she directed the legislative and oversight agenda of the Committee. Emily previously worked for the Committee from 1997-2000, focusing on government contracts matters, disaster loan policy, and telecommunications issues. During her tenure with Congress, Emily drafted numerous contracting reform provisions that ultimately became law.
In the private sector, Emily was the General Counsel and Vice President for Operations for TerreStar National Services Inc., a wholly-owned subsidiary of TerreStar Networks, which operated integrated satellite and terrestrial telecommunications systems. She also practiced government contracts law with Wiley LLC from 2001 to 2003.
Emily is a graduate of the University of Virginia School of Law and Smith College. She is a member of the Young Presidents Organization, the Economic Club of Washington DC, and the Chief Executives Organization.

Alexis Lasselle Ross is the President of Apex Defense Strategies, LLC, a strategic advisory firm that guides companies as they navigate the defense market. Ross founded Apex after more than two decades as an executive in both the public and private sectors. Her consultancy draws upon this experience to offer companies a unique blend of strategic planning and executive advising on the Department of Defense’s acquisition system, the U.S. defense industrial base, and the planning and execution of large-scale change.
Most recently, Ross performed strategic planning at General Dynamics, advising corporate leadership on managing critical issues and navigating government business.
Prior to entering the private sector, Ross served in a variety of senior positions in both the executive and legislative branches of the U.S. government. She served as the deputy chief of staff to the Secretary of Defense, advising the secretary and ensuring execution of Department of Defense policy, programs, and organizational restructuring. During her tenure, she performed the duties of the undersecretary of defense for personnel and readiness, leading the department’s healthcare and human resources systems during the early response to the COVID-19 pandemic. Previously, Ross served as the deputy assistant secretary of the army for strategy and acquisition reform, where she designed and implemented improvements to the Army acquisition system, including new policies on intellectual property and advanced manufacturing.
Prior to her appointments to the Department of Defense, Ross served on the Armed Services Committee in the U.S. House of Representatives as a professional staff member writing legislation on government procurement and acquisition reform. Ross also worked at the Military Compensation and Retirement Modernization Commission as a deputy director responsible for designing alternatives to the DOD healthcare system. Prior to her work on the Commission, Ross served for seven years as a civil servant advising senior Army leadership in the Pentagon. Ross began her career at the Armed Services Committee in the U.S. House of Representatives where she served in several capacities, including as a professional staff member on the Readiness Subcommittee.
Ross is active in both the public policy and business communities. She is a board director for MxD, a member of the Army Science Board, a non-resident senior associate at the Center for Strategic and International Studies (CSIS), a senior fellow at the National Defense Industrial Association, a member of the Leadership Council for Women in National Security (LCWINS), and a principal at Pallas Advisors. Ross received a doctorate in public policy from George Mason University and a Master of Science degree in national security and strategic studies from the Naval War College.

Jennifer leads ICF’s health, people, and human services business. Her team provides advisory, implementation, and evaluation services for U.S. federal health, organizational, and social programs. Their technology-enabled work supports the missions of a wide range of federal civilian clients, including health agencies such as the National Institutes of Health, the Centers for Disease Control and Prevention, the Centers for Medicare and Medicaid Services, the Substance Abuse and Mental Health Administration, the U.S. Agency for International Development, and the Administration for Children and Families.
Jennifer brings more than 30 years of experience and expertise in helping clients make data-driven, informed decisions that improve people’s health and social well-being. Over the course of her career, she has supported the assessment of potential hazards and risks to human health from exposure to environmental pollutants, overseen large task orders and contracts for several federal agencies with health missions, and served as the program manager for technical and regulatory support for the development of criteria for water media, as well as the review of studies on food and color additives.
Jennifer was named a 2024 FORUM IT100 honoree. She was also recognized by WashingtonExec as a Top Healthcare Exec to Watch in 2021, 2022, and 2023, and named WashingtonExec's 2021 Healthcare Executive of the Year (Public Company).
Jennifer holds a Master of Environmental Science and Public Policy from George Mason University and Bachelor of Science in Biology and Psychology from The College of William and Mary. She is also certified as a Project Management Professional by the Project Management Institute.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.
Yener oversees Abt’s business development, strategic growth, marketing, and communications. In this role, he will accelerate growth through partnerships with business and capability leaders across industry and within the firm.
Before joining Abt, Yener served as senior vice president and chief growth officer of Public Sector & Technology at ICF, where he helped achieve record top-line sales for two consecutive years. His experience extended beyond sales to review processes, innovative revenue sourcing, and team leadership.
Prior to ICF, he spent 13 years at Booz Allen Hamilton, where he led the firm's Market Sensing & Development functional capability. He helped leaders across the company understand the external market and improve business decisions. Yener also spent time at Alion Science & Technology, the Corporate Executive Board (now Gartner), Washington Asset Management Inc., and Direct Export, Inc.

The Hon. Jim Carroll became Chief Executive Officer of the Professional Services Council (PSC) on May 19, 2025.
Carroll brings over 30 years of relevant government and industry experience, including service across multiple federal departments and agencies, and a Fortune 25 corporation. He has been appointed by two U.S. Presidents to senior positions and was unanimously confirmed by the Senate. Jim is widely recognized as a trusted leader with a well-documented track record of bipartisan collaboration and strategic policy influence.
Prior to joining PSC, Jim Carroll was a Partner at the law firm Frost Brown Todd (FBT) in Washington, D.C., and served as a Principal at CivicPoint, FBT’s public affairs subsidiary. He advised clients on a wide range of government enforcement and compliance matters, from internal reviews to high-profile investigations.
From 2018-2021, Jim served as Director of the Office of National Drug Control Policy (ONDCP), leading efforts to address the national opioid crisis. Under his leadership, the United States recorded its first year-over-year decrease in overdose deaths in three decades. He oversaw the coordination of a $35 billion annual budget across 16 federal agencies.
A seasoned policy strategist, Jim Carroll has testified before Congress multiple times, successfully securing funding and driving policy advancements in areas such as public health, law enforcement, and federal procurement. He is widely respected for his ability to navigate complex legal frameworks and government regulatory issues.
Carroll’s deep relationships with senior decision-makers across federal agencies, the White House, and Capitol Hill uniquely position him to help influence and shape policies. His ability to foster bipartisan dialogue and deliver meaningful results has been consistently demonstrated throughout his career.
From 2016 to 2018, Jim held several high-profile roles at the White House, including Principal Deputy Chief of Staff, Deputy White House Counsel, and General Counsel of the U.S. Office of Management and Budget. Earlier in his career, during the George W. Bush Administration, Jim held various senior roles, including Associate Counsel and Special Assistant to the President before becoming the Deputy General Counsel and Acting General Counsel of the U.S. Department of Treasury. He also held key positions within the U.S. Department of Justice’s Office of Legal Policy and the Executive Office for United States Attorneys.
In the private sector, Carroll spent a decade with the Ford Motor Company, where he served as Washington Counsel and Global Director of Compliance. Under his leadership, Ford was recognized by the Ethisphere Institute as one of the “World’s Most Ethical Companies” for three consecutive years. He also served as General Counsel for the Ford Motor Company Fund, the company’s philanthropic arm. A team builder and servant leader, Jim is known for cultivating high-performing teams that prioritize stakeholder needs and deliver results.

Prior to joining PSC, Tim was the Staff Director for the Subcommittees on Technology Modernization and Oversight and Investigations on the House Veterans’ Affairs Committee. He was responsible for oversight of VA’s $6 billion IT budget, and IT modernization programs to include Electronic Health Records, Financial Management and Supply Chain. He also worked extensively with industry and VA on a variety of contracting issues covering the vast array of supply and services contracts that VA awards on a yearly basis.
From 2009 to 2021 he served as a Level 3 Contracting Officer Representative and Program Manager for Homeland Security Standards at the National Institute of Standards and Technology. During his time at NIST he served as a Brookings Institute Legis Fellow and Department of Commerce Detail to the Senate Homeland Security and Government Affairs Committee performing financial and contracting oversight and subject matter expertise on homeland security issues for the committee in the 113th and 115th Congresses.
He holds a bachelor’s degree in economics and business from the Virginia Military Institute, and lives in Cabin John, Maryland with his wife and their two sons.

Prior to PSC, Mr. Berteau was confirmed in December 2014 as the Assistant Secretary of Defense for Logistics and Materiel Readiness. He oversaw the management of the $170 billion in Department of Defense logistics funding.
Previously, Mr. Berteau served as Senior Vice President at the Center for Strategic and International Studies (CSIS), where his research and analysis covered federal budgets, national security, management, contracting, logistics, acquisition, and industrial base issues.
Mr. Berteau is a Fellow of the National Academy of Public Administration and a Director of the Procurement Round Table. He also served as an adjunct professor at Georgetown University, at the Lyndon B. Johnson School of Public Affairs, and at Syracuse University’s Maxwell School.
